German jet bound for US searched in Iceland after suitcase loaded without owner

A bomb squad searched a jetliner belonging to German flag carrier Lufthansa after it was found that the owner of a suitcase in the hold was not on the flight. The Airbus A330 diverted to Iceland but was later able to continue to the US.

The 160 people on board remained so while the luggage was inspected in Reykjavic. It was found that there were no security risks in the suitcase concerned. "It seems the passenger in question somehow missed the plane after having checked in," explained Fridthor Eydal of Keflavik International Airport, which serves Reykjavic.

In two separate ferry incidents, more than 40 people are feared dead in the Philippines. The first accident on Thursday involved a wooden ferry near Limbones island colliding with a large fishing boat, the Nathalia. 46 people were rescued, four confirmed dead. The BBC reports as many as 24 may still be missing from the incident.

Nigerian man charged with trying to blow up airliner

U.S. authorities have charged Nigerian Umar Farouk Abdulmutallab with trying to blow up a plane on its descent into the city of Detroit, Michigan on Friday. The man, who comes from a prominent Nigerian family, was read the charges in a hospital Saturday, where he is being treated for burns.

The charges were read by United States District Judge Paul Borman while Abdulmutallab was being held at the University of Michigan Medical Center in Ann Arbor, Michigan.

Northian Pessimism in FP2P, by Bryan Caplan

Doug North has never sounded wiser or clearer than he does in his interview with Arnold and Nick.  North's concluding statement is the highlight for me:
I'm moderately pessimistic about the future of the world...

What particularly bothers me is that the world is evolving more rapidly now than it ever did before. The degree to which we can catch up with it and deal with it, I think, is more and more strained now that we've devised ways to blow each other off the face of the earth. The time horizon we have to solve problems is much more abbreviated than it used to be; whereas before we could make mistakes and kill a few hundred thousand people, now we can blow everybody up. And we don't seem to have gotten very far in solving social disorder. I hope I'm wrong.
This is one of the better cases for pessimism I've heard.  But it's still pretty weak.  Yes, we have greater destructive capacity than ever.  But the will to use it has fallen even more.  As I've argued before, riches atrophy the martial virtues/vices.  As long as the major countries slip past the awkward transition period of (modern weaponry + pre-modern brutality) - and we're already almost done - the future is bright.  If you think the recession of the last two years is bad, imagine trying to tell the World War I or World War II generations about our troubles.  In proper perspective, it's no more than a minor setback.

Transparency in health care pricing doesn't come easily

The health care reform bill before the U.S. Senate would require hospitals to publicize their standard charges for services, but New Hampshire and Maine have gone much further in trying to make health care costs more transparent to consumers.

New Hampshire and Maine are the only states with Web sites that let consumers compare costs based on insurance claims paid there.

In New Hampshire, the price variation across providers hasn't lessened since the Web site went live in 2007.

The link is here.  You'll find the background data from New Hampshire, and a study, here.  Here are some anecdotal accounts.  Here is a CBO background paper on the topic.  I can think of a few hypotheses:

1. People don't check the website.

2. People can't interpret the information on the website.

3. People still go where their doctors recommend or to facilities they are familiar with.

4. Many local choices, especially in these states (somewhat rural, so-so road connections), don't involve a lot of competition.

5. All of the above.

Failure to "Get" Hayek, by David Henderson

When I teach my Ten Pillars of Economic Wisdom, I tell a story to illustrate part of Pillar Five, "Information is valuable and costly, and is inherently decentralized." The part this illustrates is the "inherently decentralized" part, which I owe to Hayek's "The Use of Knowledge in Society."

I won't tell the whole story here, but I'll start it and get to the gist:

Three good things happened on that awful day, September 11, 2001 and all involved decentralized information. One was that various people in the World Trade Center towers, although told by a central authority that everything was safe and that they should stay in the building, instead acted on their own hunches and information and got out, thus saving their lives. Remember the original estimate of the death toll: in the first few hours, it was about 20,000 and then down to 7,000 and then finally under 3,000. That was because of all the people who got out.

The second was the decision of the FAA to ground all the planes over U.S. airspace, something that was done successfully in about two hours. The decision was centralized, but the seat-of-the-pants methods that FAA air controllers used to hand off planes from one area to another were decentralized.

The third was the case of the passengers on United Flight #93. They broke the law by turning on their cell phones and then found out that the "payoff matrix" from this particular game was different from what they had thought. Instead of getting a free trip to Cuba, with a great story to tell their grandchildren, they learned that, if they didn't act, they wouldn't be around to talk to grandchildren and that the intended targets in, probably, Washington, D.C., wouldn't either. So they acted on the decentralized information they had. Of course, they did die, but they almost pulled it off, and they prevented the deaths of others.

This all relates to the Nigerian passenger flying into Detroit on Christmas. Here's the lead paragraph of the news story by New York Times reporters Eric Lipton and Scott Shane:

Despite the billions spent since 2001 on intelligence and counterterrorism programs, sophisticated airport scanners and elaborate watch lists, it was something simpler that averted disaster on a Christmas Day flight to Detroit: alert and courageous passengers and crew members.

Shane, incidentally, wrote one of my favorite books of the 1990s: Dismantling Utopia: How Information Ended the Soviet Union. It is beautifully Hayekian, as he explains in language clearer than Hayek's (I know, I know, grist for Bryan's mill) why central planning didn't work. I asked him once if he had read Hayek. He hadn't. (I know, I know, more grist for Bryan's mill.)

Of course, the wrong lesson has been learned. Instead of the lesson being that the people on the planes can react to the situation and handle the problem, as they did with Richard Reid, the government is discussing further intrusions on our liberty, such as not letting us sit with anything on our lap for the last hour of the flight. Because of Richard Reid, the government now makes us take off our shoes. Because of the Nigerian passenger, we might soon have to twiddle our thumbs for the last hour. You might want to buy stock in whatever company makes Depends.
